D.C. Law 25-303. Pesticide Operations Amendment Act of 2024.

AN ACT

To amend the Pesticide Operations Act of 1977 to clarify that the Mayor may establish categories and subcategories of private pesticide applicators.

BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this act may be cited as the "Pesticide Operations Amendment Act of 2024".

Sec. 2. Section 4(b)(3) of the Pesticide Operations Act of 1977, effective April 18, 1978 (D.C. Law 2-70; D.C. Official Code § 8-403(b)(3)), is amended by striking the phrase "of commercial applicators" and inserting the phrase "of commercial and private applicators" in its place.

Sec. 3. Fiscal impact statement.

The Council adopts the fiscal impact statement in the committee report as the fiscal impact statement required by section 4a of the General Legislative Procedures Act of 1975, approved October 16, 2006 (120 Stat. 2038; D.C. Official Code § 1-301.47a).

Sec. 4. Effective date.

This act shall take effect after approval by the Mayor (or in the event of veto by the Mayor, action by the Council to override the veto) and a 30-day period of congressional review as provided in section 602(c)(1) of the District of Columbia Home Rule Act, approved December 24, 1973 (87 Stat. 813; D.C. Official Code § 1-206.02(c)(1)).

Law 25-303, the “Pesticide Operations Amendment Act of 2024,” was introduced in the Council and assigned Bill No. 25-569 which was referred to the Transportation and the Environment. The bill was adopted on first and second readings on Nov. 26, 2024, and Dec. 17, 2024, respectively. After mayoral review, it was assigned Act No. 25-697 on Jan. 15, 2025, and transmitted to Congress for its review. D.C. Law 25-303 became effective Mar. 21, 2025.
